MONITORING AND EVALUATION
We monitor projects, assess interventions, and evaluate results, impacts and their alignment with objectives.
MONITORING AND EVALUATION
Monitoring and evaluation (M&E) are tools that support projects and programmes in achieving their objectives effectively and efficiently. They enable us to track project progress, measure results and inform operational decisions based on concrete evidence.
FIELDS OF APPLICATION
M&E applies to any structured intervention: development projects, social programs, public policies, humanitarian interventions, and initiatives funded by national or European funds.
It is a cross-cutting tool used by public organizations, Third Sector entities, international agencies, and private companies.
EU EUROPEAN PROGRAMS
We monitor and evaluate projects funded by European programs to verify objectives and compliance with requirements.
International cooperation projects
We analyze interventions in international contexts, evaluating impacts, effectiveness, and sustainability over time.
Public and institutional initiatives
We support entities and administrations in the evaluation of policies and programs.
WHAT WE DO
Timesis accompanies the entire M&E cycle: from the definition of the methodological approach, through the measurement of indicators and data collection, to the reporting of results.
01
Definition of the methodological approach
01
Timesis operates within a recognized methodological framework (OECD-DAC, etc.) and tailors its application to each specific intervention.
02
Measurement of indicators
02
Through targeted data collection campaigns involving beneficiaries and institutional stakeholders, Timesis measures logical framework indicators to assess the achievement of project and programme results and objectives.
03
EVALUATION OF RESULTS
03
Timesis analyzes the collected data, updates the logical framework and indicators, and evaluates the effectiveness, efficiency, and impact of the interventions.
04
Recommendations and operational decisions

Monitoring is a continuous process that tracks the progress of activities and resource utilization throughout the entire lifecycle of the project. Evaluation is an in-depth analysis, conducted at specific milestones, that measures the extent to which the project has achieved its objectives and with what impact.
Monitoring describes what is happening; evaluation describes what worked and why.

FREQUENTLY ASKED QUESTIONS
What is the difference between monitoring and evaluation?
Monitoring is a continuous process that tracks the progress of activities and the use of resources throughout the entire life of the project. Evaluation is the in-depth analysis, conducted at specific times, which measures the extent to which the project has achieved its objectives and with what impact.
Monitoring describes what is happening; evaluation describes what worked and why.
When does a monitoring and evaluation process start?
M&E is an integral part of the project cycle and must be planned concurrently with the definition of the logical framework, defining indicators, sources of verification, responsibilities, and the operational data collection plan.
Who is responsible for the monitoring and evaluation of an intervention?
Responsibility for M&E can be internal or external to the organization, depending on the nature and requirements of the project. In many cases, monitoring is managed directly by the project team, while evaluation (particularly the final one) is entrusted to an independent evaluator. The independence of the evaluator guarantees objectivity and credibility of the results and is often explicitly required by funders.
Why invest in an M&E process?
Investing in an M&E process means adopting a concrete management tool that allows for the timely identification of critical issues and deviations from the original program, and the production of credible evidence on the results achieved.
It reduces the risk of failure and increases the value of the intervention.
For funders, it is a guarantee of transparency and accountability; for those implementing, it is a tool for learning and continuous improvement.
What is the role of Timesis?
Timesis supports funding bodies and implementing entities in all phases of the M&E process, acting as an independent evaluator or supporting the organization’s internal team, ensuring independence of judgment, technical competence, and methodological rigor.
